Dr.
Joan Arches is Coordinator of the Youth Work Concentration and
an Associate Professor in Community Planning and Human Services
at the College of Public and Community Services where she has
engaged in numerous community university partnerships and collaborative
projects since 1994. Currently Dr. Arches is Co- Pi on two federal
grants. The Boston EITC Project funded by the Dept. of Commerce,
expands outreach and accessibility for recipients of the Earned
Income Tax Credit through work with Community Technology Centers.
The New Directions for Columbia Point is a HUD grant aimed at
addressing urban issues through a community university partnership
center. She is also directing a project with students working
on their general education capstone, which is a collaboration
with youth at Harbor Point Housing development and HOPE (the Hispanic
Organization for Planning and Evaluation). Building on efforts
to institutionalize collaborative service learning projects in
a systematic and coordinated effort across the university, Dr.
Arches is leading the team, which is involved in establishing
the Community Resource Center at the University of Massachusetts,
Boston.
Researching
models of youth and community development, Dr. Arches spent her
sabbatical year 2000 in the United Kingdom evaluating community-university
partnerships in social action with youth. She has written and
presented extensively on service learning participatory action
research projects with youth which have included: intergenerational,
multicultural projects with youth and adult students at the Jeremiah
E. Burke High, Harbor Point Housing, and with several community-based
agencies in Boston serving immigrants and refugees. She co-led
the original Harbor Point Collaborative Project, which led to
the development of the Columbia Point Community Partnership in
2000.
Dr.
Arches was involved in developing CIRCLE (The Center for Immigrant
and Refugee Community Leadership and Empowerment) working on policy,
curriculum, evaluation and procedures. She serves on the advisory
board and has been a consultant addressing the needs of newcomer
populations in accessing higher education.
Building
on activities bridging community and university, she was a faculty
associate with NERCHE ( New England Resource Center for Higher
Education) on Project Colleague (1999). This project worked with
faculty across the country on improving their effectiveness in
teaching service learning and working with communities. It resulted
in a publication, Swinging Doors, for community agencies
that provided guidelines and insights into successful community-university
partnerships.
